ETOPS is the set of certification and operating rules that lets an airliner fly farther from a usable diversion airport than the baseline limit allows. Under 14 CFR 121.161, a two-engine airplane may not operate more than 60 minutes' flying time from an adequate airport at a one-engine-inoperative cruise speed unless the operator holds a specific ETOPS approval.
That single number is the reason twinjets can cross the Pacific at all. Everything else in the ETOPS framework — the approval tiers, the equipment lists, the alternate weather minima — exists to justify moving it upward.
What Does the 60-Minute Rule Actually Measure?
It measures time, not distance. The regulation in 14 CFR 121.161 sets the threshold at 60 minutes of flying time from an adequate airport for a two-engine airplane, and at 180 minutes for a passenger-carrying airplane with more than two engines, measured under the same conditions.
Those conditions matter. FAA Advisory Circular 120-42B frames the measurement as flight "at an approved one-engine inoperative cruise speed under standard conditions in still air." No tailwind credit, no assumption that both engines are running. The resulting radius around each adequate airport is what an operator's dispatchers must keep the routing inside.
An "adequate airport" is a defined term rather than a judgment call — 14 CFR 121.7 and the advisory circular's appendix carry the definition, and it is a stricter standard than simply finding a runway long enough on a chart. The same rule text also bars operations within the North Polar Area and the South Polar Area unless the Administrator has approved them under Appendix P to Part 121.
Why Was ETOPS Rewritten in 2007?
Because until then most of it was guidance rather than regulation. The FAA's extended operations final rule, published in the Federal Register and effective February 15, 2007, moved practices that had lived in Advisory Circular 120-42A into binding text across 14 CFR Parts 1, 21, 25, 33, 121 and 135.
The rule also changed what the acronym stands for. ETOPS was redefined from "extended twin-engine operations" to "extended operations," and certain requirements were extended to Part 121 passenger-carrying airplanes with more than two engines operating more than 180 minutes from an adequate airport — though the FAA excluded those aircraft from the full ETOPS maintenance program.
Operators were not expected to comply overnight. The FAA wrote in delayed compliance dates, phased from 30 days for dispatch and fuel-supply adjustments through one year for satellite communications, training and passenger recovery plans, and out to six and eight years for cargo fire suppression and airworthiness provisions affecting multi-engine airplanes.
How Far Beyond 60 Minutes Can an Operator Go?
In defined steps, each with its own conditions. Appendix P to Part 121 lays out the approval tiers for two-engine airplanes, and the gaps between them are geographic as much as technical — several exist because a particular ocean has no convenient airport in the middle of it.

Read down that column and the logic is visible: each tier buys reach with either demonstrated experience, a stricter type design, or both. Nothing in the structure lets an operator jump from 120 minutes to 240 on paperwork alone.
What Has to Work Before a Long Diversion Is Legal?
More equipment, and better weather at the far end. Appendix P attaches additional operability requirements to approvals beyond 180 minutes, including the APU with its electrical and pneumatic supply and a functioning auto throttle system; the fuel quantity indicating system must be operational across the authorized diversion times.
The alternate airport itself is held to raised minima. Advisory Circular 120-42B sets the planning minima for an ETOPS alternate above the published approach values: for an airport with a single navigational facility, add 400 feet to the MDA or DA and one statute mile to the landing visibility minimum. Where two separate navigational facilities serve separate suitable runways, the additive drops to 200 feet on the higher DA or MDA and three-quarters of a statute mile.
Category III capability tightens it further. Under the same advisory circular, a single Category III ILS supports a 300-foot ceiling and three-quarter-mile visibility, or RVR 4000; dual Category III capability supports 200 feet and half a mile, or RVR 1800. These are dispatch planning figures, not the minima flown on the approach itself — the point is that a diversion field must look comfortably usable hours before anyone would need it.
Which Twinjets Hold the Longest Approvals?
The two current-generation widebodies set the high-water marks, and both crossed them in 2014. Boeing announced on May 28, 2014 that the FAA had granted 330-minute ETOPS certification for the 787, up from the 180 minutes the type carried when it entered service in 2011.
"Our customers are eager to expand their 787 operations. We're delighted that this capability, which was designed into the airplane from the very beginning, has been certified," Larry Loftis, then vice president and general manager of the 787 program, said in Boeing's announcement. Boeing attributed more direct routings and reduced fuel burn to the approval; that is the manufacturer's characterization of the benefit, not an independent measurement.
Five months later, on October 15, 2014, EASA said it had approved the Airbus A350-900 for ETOPS beyond 180 minutes, "including an option for up to 370 minute maximum diversion time." The agency noted the A350-900 was the first new airliner to receive a beyond-180-minute approval before entering commercial service.
Does a Bigger ETOPS Number Mean a Longer Detour Is Likely?
No. An ETOPS approval is a planning limit, not a forecast. It defines how far from an adequate airport a flight may legally be planned and dispatched — the envelope inside which the route must sit — rather than any expectation that an aircraft will spend 330 minutes flying on one engine.
What the number changes for passengers is the shape of the line on the map. A higher approval lets a route be planned closer to the great-circle track across an ocean or a polar region instead of detouring toward mid-ocean fields to stay within a smaller radius. On the busiest long-haul corridors that is the difference between a twinjet being able to serve a city pair economically and the route needing a larger aircraft, or not existing.
The regulatory floor has not moved: 60 minutes for a twin, 180 for a passenger-carrying airplane with more than two engines, per 14 CFR 121.161 as of August 2026. Everything above it is earned, aircraft by aircraft and operator by operator.
