Milestone C is the formal review point where the Department of Defense's Milestone Decision Authority (MDA) approves a weapons program's move from development into low-rate initial production, or LRIP, under DoD Instruction 5000.85, Major Capability Acquisition. Passing the review requires a stable production design, a completed operational assessment, and full funding across the Future Years Defense Program (FYDP), per the instruction.

For a program still years from a headline contract award, Milestone C is the gate that turns prototypes into a production line. It sits between the development phase and the Production and Deployment (P&D) phase in the DoD's Adaptive Acquisition Framework, and it is where the department formally decides a design is mature enough to start building units rather than test articles.

What Is Milestone C in the DoD Acquisition Process?

Milestone C is the point at which a major defense acquisition program is reviewed for entrance into the Production and Deployment phase, according to Section 3.12 of DoDI 5000.85. The MDA's approval at this review lets the program proceed to the P&D phase, enter LRIP, or — for automated information systems, which follow a separate limited-deployment path — begin limited deployment, and it authorizes the program office to award contracts covering that phase.

Milestone C follows two earlier gate reviews in the same framework. Milestone A authorizes entry into technology maturation and risk reduction; Milestone B authorizes entry into engineering and manufacturing development, where a design is built and tested but not yet mass-produced. Milestone C is the last of the three before a program starts building hardware for the operational force in quantity.

The framework applies to Major Capability Acquisition (MCA) programs — the DoD's largest and most complex weapons and systems efforts — and is distinct from other acquisition pathways, such as Middle Tier of Acquisition (MTA), that the department uses for programs meant to field capability faster, typically within two to five years.

What Criteria Must a Program Meet to Pass Milestone C?

A program must show a stable, requirements-compliant production design validated through developmental testing before an MDA will approve Milestone C, per DoDI 5000.85. The instruction lists several specific gates the program office must clear at the review, not a single pass/fail test.

  • A production-representative design that has demonstrated it meets requirements in developmental testing
  • Mature software capability appropriate to the program's stage
  • A completed operational assessment
  • No significant manufacturing risks identified
  • Full funding for the coming phase reflected in the Future Years Defense Program
  • Demonstrated cybersecurity and interoperability

These criteria exist because Milestone C is the point where the government commits real production dollars. A design flaw or manufacturing risk that slips through at this stage tends to resurface — and cost more to fix — once a contractor is tooled up to build units at rate, which is why the review sits ahead of the production phase rather than inside it.

What Happens After Milestone C: LRIP and Full-Rate Production

Approval at Milestone C moves a program into the Production and Deployment phase, where most systems begin low-rate initial production before any decision to build at full volume, per DoDI 5000.85 Section 3.13. LRIP quantities are set by the MDA and are meant to be the minimum needed to establish a stable manufacturing base and provide production-representative articles for operational testing — not to field the program at scale.

The next major gate after LRIP is the Full-Rate Production (FRP) decision review, described in Section 3.14 of the instruction. At that review, the MDA assesses the results of initial operational test and evaluation (OT&E) and initial manufacturing to decide whether the program can proceed to full-rate production. Moving to FRP requires demonstrated control of the manufacturing process, acceptable performance and reliability shown in testing, and adequate sustainment and support systems in place — the instruction is explicit that all three have to be shown, not assumed.

Somewhere in this same window, the program also reaches Initial Operational Capability (IOC): the point where the relevant operational authority — a service component, combatant command, or similar user organization — declares that the unit or units set to field the system have been equipped and trained and are capable of conducting mission operations, per Section 3.13.b(1) of DoDI 5000.85. IOC is a service determination tied to a specific unit being ready, not a program-office milestone in the same sense as A, B, or C.

How Long Does It Actually Take Programs to Reach Milestone C?

Across the Pentagon's costliest weapon systems, the expected timeline from program start to initial capability has grown to nearly 12 years, an increase of about 18 months from the prior year's assessment, according to the Government Accountability Office's June 2025 review of 106 major defense acquisition programs (GAO-25-107569). That figure covers the full path through Milestone C and LRIP to fielding, not the Milestone C review in isolation, but it is the clearest available government-published measure of how the gate reviews translate into calendar time.

The same GAO assessment found that combined cost estimates across 30 major defense acquisition programs it tracked rose by $49.3 billion from the prior year, with the Air Force's Sentinel intercontinental ballistic missile program alone accounting for more than $36 billion — roughly 73% — of that increase, GAO reported. The Navy's John Lewis-class fleet replenishment oiler program, T-AO 205, reported a separate $941 million cost increase, per the same report.

GAO also flagged that the Middle Tier of Acquisition pathway — created to move capability into the field in two to five years, faster than the Milestone A-through-C sequence — has run into similar delays on some efforts, in part because programs entering that pathway carried lower technology maturity than the rapid timeline assumed, the report found. The office recommended DoD do more to incorporate practices like minimum viable products and digital engineering before programs lock into rigid requirements, though it did not name that recommendation as a fix specific to Milestone C itself.

Who Makes the Milestone C Decision?

The Milestone Decision Authority is the DoD official designated to review and approve a program's advance through each gate in the Adaptive Acquisition Framework, including Milestone C, per DoDI 5000.85. The instruction sets the MDA's identity by the size and category of the program — the highest-cost programs are typically overseen by the Under Secretary of Defense for Acquisition and Sustainment or a component acquisition executive, with that authority formally delegable under the instruction's provisions — but does not name a single universal decision-maker across every program.

That authority is the same official who ultimately signs off on the criteria above: production design stability, software maturity, the operational assessment, manufacturing risk, funding, and cybersecurity and interoperability posture. A negative Milestone C determination does not end a program outright, but it does mean the program cannot enter LRIP or award production-phase contracts until the MDA is satisfied those gates are closed.
